The 19-year-old looks to be on his way to the Bundesliga club, despite coming off the bench in the 2-0 loss to Newcastle United.
Roberto De Zerbi has given the English youngster plenty of opportunities at the start of the season, but clearly feels like he could benefit from a move elsewhere.
Moore has been given the green light to travel to Cologne to complete his temporary exit from Spurs.

Mikey Moore transfer latest at Tottenham
Moore has faced uncertainty around his future at Tottenham all summer and it looks like the situation is about to be resolved in the coming hours.
Ahead of the transfer deadline, the North London outfit have sanctioned the youngster's loan exit to Koln.
According to Fabrizio Romano on 31 August, the German side are about to get a deal over the line for the winger.
It will be a straight loan for the rest of the 2026-27 campaign, and the Bundesliga club don't have an option to buy him.
Spurs will likely reassess Moore's future once he returns to North London next summer.
Why Mikey Moore exit makes sense at Spurs
Moore enjoyed an exceptional season at Rangers and would have certainly been looking to build on it.
De Zerbi surely wouldn't have been able to guarantee the forward regular game time at the North London outfit, given the competition for places in the team.
Savio and Omar Marmoush's arrivals from Manchester City have added plenty of quality to Spurs' attack.
The Lilywhites are also being heavily linked with a move for Everton winger Iliman Ndiaye.
With further attacking additions on the cards in N17, Tottenham had a decision to make over Moore and have decided he should go out on another loan after thriving at Rangers.
