Italian international Tonali is said to be available for £100million, while Fernandes could make a move for £85m, with Manchester United also doing battle for the latter.
Their nationalities are key in the chase as well, with Ornstein reporting that Spurs are looking to take advantage of the fact that neither are at the World Cup.
Tonali is yet to make a World Cup appearance for the Azzurri, with Italy missing out three times in a row.
Fernandes on the other hand, missed out as a result of the serious depth within the Portugal ranks.
It is a rarity that two players of such quality would miss out on the World Cup at the exact same time, and the North London club will see this as a big advantage - not having to wait until the climax next month.

Over the years, Spurs have had a tendency to be bullied in the transfer market.
While the Lilywhites have been able to compete on the pitch, this has been far from the case behind the scenes.
This time though, this does not appear to be the case, with Spurs looking strong in the race for both Fernandes and Tonali.
