De Zerbi was keen for Danso to stay, but once it became clear he wanted out the Italian did not stand in his way.
The move to Sunderland means Danso will be playing European football, after the Black Cats qualified for the Europa League this season.
Noted transfer journalist Romano posted on X on Tuesday that Spurs have given permission for Danso to travel for his medical.
Sunderland have agreed a loan deal with an obligation to make the transfer permanent from Spurs.
Romano added that Sunderland will pay around £25million to take Danso to the Stadium of Light permanently after his loan.
